Dubai has never been shy about scale. Emaar Properties' latest announcement in June 2026 is extraordinary. Emaar attempts to build a self-sustaining urban ecosystem designed to house close to 150,000 people across more than 4.5 million square metres of gross floor area.
The project has not yet been given a public name, nor any launch calendar dates, phase-by-phase property types, pricing, payment structures, handover timelines, or location name is revealed. But it is enough to make clear that Emaar is not simply building a residential property.
Behind the Burj Khalifa, Downtown Dubai and Dubai Mall, Emaar is preparing to unveil the largest masterplan in its history: a new master community in the heart of Dubai carrying a total development value of AED 200 billion, or roughly US$55 billion.
A Self-sustaining City
Emaar has framed the development as a complete urban destination rather than a housing project. The masterplan blends landmark residential towers, signature villas and mansions, Grade-A office space, large-scale retail, luxury hotels, and civic and cultural facilities into a single integrated environment where residents can live, work, shop and socialise without leaving the community.
At roughly 150,000 residents, the community would be comparable in size to a mid-sized city, and supporting that many people requires far more than apartments and villas. The plan accordingly includes schools, healthcare facilities, mosques, cultural venues and everyday retail, all positioned within walking distance of homes.
That walkability is central to the design philosophy. The masterplan is structured around the "20-minute city" concept, an urban planning model in which daily necessities — work, education, healthcare, shopping and recreation — are reachable within a short walk, cycle or transit ride. The proposed metro connectivity, soft mobility networks, EV-friendly pathways and app-integrated community management are all intended to reduce car dependence, create eco-friendly ways, and make the district one of the most connected in the region.
Five Districts Connected by One Vision
The development will be organised into five character zones, each aimed at a different resident profile and stage of life:
The Business Hub is planned as the commercial anchor, offering Grade-A offices and a professional environment intended to attract corporate occupiers and entrepreneurs. The Urban District is conceived as diverse and animated by street life.
A Young Families Cluster targets a more active, creative demographic, while the Family Living Zone is designed around stability, community and longer-term residents.
Above them all is an exclusive gated Villa Enclave, positioned as the most prestigious address in the development. That villa enclave is where Emaar is aiming highest. The company has described a collection of expansive five- and six-bedroom residences and statement mansions with private gardens, cascading water features and resort-calibre amenities that it claims will surpass anything it has previously delivered in Dubai. Tower residences elsewhere in the plan are being oriented to capture views of the Burj Khalifa, Burj Al Arab and Palm Jumeirah. It is a clear sign that the site sits in a genuinely central location.
Along the districts, there will be a high-street spine and grand boulevard lined with boutiques, restaurants, cafés and cultural spaces, echoing the role that Sheikh Mohammed bin Rashid Boulevard plays in Downtown Dubai.
Where Blue Meets Green
Emaar has positioned green and blue space as foundational rather than decorative. The masterplan includes swimmable community lagoons, lakes, linear gardens and water streams winding between neighbourhoods along shaded promenades and cycling paths.
At the centre sits a large district park intended to function as the community's social heart, with sports courts, event lawns, splash parks, beach zones and outdoor wellness areas. Public art, curated plazas and a programme of cultural activations are planned to keep the public realm active year-round. It’s been a formula that Emaar has used successfully in Downtown Dubai and Dubai Hills Estate.
Why Now and What it Means for Investors?
The announcement comes at a time when Dubai's real estate market is performing exceptionally well. In the first quarter of 2026, property transactions reached around AED 176.7 billion, an increase of more than 23% compared to the same period in 2025.
Residential property prices have also climbed up by about 60% since 2020. At the same time, Dubai's population continues to grow rapidly, reaching around 3.9 million in 2024 and increasing by roughly 6% each year. The city continues to attract high-net-worth individuals, entrepreneurs, and professionals from around the world, thanks to its tax-friendly environment, Golden Visa programme, and excellent global connectivity.
The project also aligns closely with government strategy. Dubai's Economic Agenda D33 and the Real Estate Strategy 2033 both call for sustained urban expansion, economic diversification and smart-city development, and a fully integrated 150,000-resident district ticks every one of those boxes.
This project will follow a phased rollout beginning with early launches at accessible entry prices and flexible payment plans, with subsequent phases priced upward as infrastructure and amenities materialise. Landmark communities of this type have often outperformed the broader market, and the combination of central location, Emaar branding and integrated amenities is likely to attract intense demand from both end-users and international investors, particularly those targeting the long-term visa threshold.
Moreover, with housing inventory expected to grow substantially through 2027, the price could moderate the growth across the market. Prudent investors will watch the first phase closely for pricing, location specifics and infrastructure commitments before moving.
